Richard Deagle of ACT UP arrested at NYC Health Department

Richard Deagle was arrested after several ACT UP members staged a sit-in in the offices of Stephen Joseph, the New York City Commissioner of Health, as others demonstrated outside, after Joseph had suddenly halved the number of estimated AIDS cases in NYC, on July 19th, 1988 - a move that threatened to drastically reduce funding for AIDS services.
